send network on and off command to android phone from vb.net application

i have vb.net application and i want to send command from vb.net application

to android phone which connect and disconnect android phone's mobile network .

but i don't know what command should have to use in vb.net application.

i downloaded andriodlib.dll file .

i need some help what command should have to use

to control on and off mobile networks in android phone.

i downloaded androidlib.dll but i'm almost new to android development.

any hint or guide appreciated!
